Executive Summary

The objectives of this project were to determine how much money the City spent on services for new arrivals, the sources of those funds, and how the City spent those funds. Additionally, this project analyzed whether the City followed its procurement and payment procedures during the new arrivals mission.

The review included City spending on services for new arrivals for the duration of the mission, August 31, 2022, to December 31, 2024. The City spending included funds directly drawn from City accounts, as well as federal and state grants. OIG did not analyze any direct spending by other government entities or non-profit organizations.
