The Public Safety section of the City of Chicago Office of Inspector General (OIG) recommends measures to inform and improve future disciplinary investigations conducted by the Chicago Police Department’s (CPD) Bureau of Internal Affairs where CPD members are recommended discipline for reporting potential misconduct through mechanisms outside their chain of command.

During its regular review of closed disciplinary investigations, OIG identified three instances where these conflicting provisions resulted in CPD members being subject to discipline for reporting alleged misconduct outside the Department.
