CPD’s internal disciplinary investigative section responsible, also known as BIA, for the investigation and, where appropriate, presentation of findings of violations and corresponding recommendations of discipline to the Superintendent. BIA has primary jurisdiction for a wide array of administrative and/or criminal violations by members of CPD that are not specifically assigned by law to the primary jurisdiction of the Civilian Office of Police Accountability (COPA).
