Thomas Nicpon

Chief Investigator

Thomas Nicpon joined the City of Chicago Office of Inspector General (OIG) in 2020 as an investigative analyst with OIG’s Public Safety section. He pivoted to an investigator with OIG’s Investigations section in 2021, and has served as a chief investigator since 2025.

During his tenure as an OIG investigator, Nicpon managed complex cases involving several City departments and officials, and co-developed OIG’s new investigator training program. Additionally, Nicpon served as a police officer with the Chicago Police Department and as a military police investigator with the U.S. Army.

Nicpon earned a BA in professional studies and a master of management in law enforcement administration, both from Robert Morris University (now merged with Roosevelt University), and is a Certified Inspector General Investigator by the Association of Inspectors General.
