Meghan C. Morrissey

General Counsel

Meghan C. Morrissey serves as general counsel for the City of Chicago Office of Inspector General (OIG), bringing extensive experience in litigation and investigations oversight, compliance, governance, and organizational strategy.

A seasoned trial lawyer and former federal prosecutor, Morrissey has led major investigations, tried complex criminal cases, and advised on significant legal, operational, and reputational risks. During a nearly 20‑year career at the United States Attorney’s Office for the Northern District of Illinois, Morrissey held multiple leadership roles, including Executive Assistant U.S. attorney and deputy chief of the Financial Crimes and Narcotics and Gangs Sections. Morrissey is also an experienced trainer and facilitator, frequently lecturing on legal education and management development topics.

Morrissey holds a BA in political science from the University of Illinois at Urbana–Champaign and a JD from the University of Chicago Law School.
