David Glockner
David Glockner has served as inspector general for the City of Chicago since May 2026, joining the City of Chicago Office of Inspector General with extensive public and private sector experience leading investigations, audits, and integrity programs.
Prior to serving as inspector general, Glockner was executive vice president for compliance, audit, and risk at Exelon. There he led the redesign of the company’s compliance, ethics, and investigations program, as well as bringing significant enhancements to its internal audit and enterprise risk management programs. Before transitioning to Exelon, he served as chief compliance officer for Citadel, where he oversaw regulatory compliance and internal investigations.
Glockner has spent most of his career in public service. He was a member of Chicago’s United States Attorney’s Office for more than 24 years, including 11 years as chief of its criminal division. Glockner also served for four years as the regional director of the United States Securities and Exchange Commission’s Chicago office. In that role he led investigations of securities law violations, as well as compliance examinations of securities industry firms, for a nine-state region in the Midwest. He also was a leader in the SEC’s national efforts to develop cybersecurity policies.
Glockner has had a strong interest in technology and data science throughout his career. He has taught a cybersecurity law course at the University of Illinois College of Law for 12 years and also opened the Chicago office of a leading cybersecurity investigations and incident response firm.
Glockner holds a bachelor’s degree from the University of Chicago and a JD from Stanford University Law School.
