Summary

The Public Safety section of the Office of Inspector General (OIG) conducted an inquiry into the process for relieving, or “stripping,” police powers of sworn Chicago Police Department (CPD) members in connection with allegations of misconduct.

Executive Summary

The objectives of this inquiry included examining the policies, processes, and controls the Bureau of Internal Affairs (BIA) and the Civilian Office of Police Accountability (COPA) have in place for recommending the relief or restoration of police powers during the pendency of misconduct investigations. OIG also analyzed the Department’s criteria for relief of police powers and the consistency with which members were ultimately relieved.
