CPD Complaint Register Network

OIG’s Public Safety Complaint Network dashboard displays the relationships among individual Chicago Police Department (CPD) members who are accused of misconduct together. This dashboard shows those complaint relationships as a constellation of sworn members that have been co-accused two or more times on a single complaint, or Complaint Register (CR). Misconduct complaints and notifications are filed against CPD sworn members in the form of CRs. A single CR can contain more than one sworn CPD member.

Each circle is an individual sworn member, and the connecting lines represent complaints which name both members on that line. The larger the circle, the more total complaints against the individual member. The thicker the line connecting the two members, the more times the two members have been co-accused on a CR. Users can explore complaint relationships across CPD by individual sworn member, current district or unit, or by all CPD members.

Some questions that the data on this dashboard can answer are:

  • Which CPD unit has the most members that have been co-accused at least four times with another member in a given timeframe?
  • Of members currently in the 6th District, which member was co-accused the most times with another member in 2020?
  • What is the highest number of times two members were co-accused in 2024?

Data Sources

This dashboard displays information on sworn CPD members who have been co-accused on a CR. Sworn CPD members that appear in this dashboard have had misconduct complaints and notifications filed against them on or after January 1, 2000. The information in this dashboard includes complaints and notifications filed against members who are currently sworn, or previously sworn, but may not have been sworn at the time of the complaint. The referenced date is the CR open date, only closed cases are included, and the unit displayed is a member’s current unit.
