Chicago Police Department’s Response to Hate Crimes and Hate Incidents
Summary
Pursuant to the Municipal Code of Chicago (MCC) §§ 2-56-030 and -230, the Public Safety section of the Office of Inspector General (OIG) has conducted an inquiry into the Chicago Police Department’s (CPD or the Department) response to hate crimes and hate incidents.
Executive Summary
CPD defines “hate crime” as a crime “targeting individuals or groups based on actual or perceived race, color, creed, religion, ancestry, gender, sexual orientation, physical or mental disability, citizenship, immigration status, or national origin,” and lists assault, battery, and property damage as examples of hate crimes. CPD’s definition of hate crimes is informed by the Illinois Compiled Statutes (ILCS)
(720 ILCS 5/12-7.1) and the MCC.
