This dashboard displays an overview of overtime information for Chicago Police Department (CPD) sworn members. Users can explore overtime information by selecting a specific timeframe, unit, current member title, reason for overtime, source of overtime work, and compensation type. Overtime data on the dashboard includes hours worked for sister agencies as well as those requested to be paid as compensatory time. This dashboard does not include overtime information for non-sworn CPD members, nor does it summarize information from the Financial Management and Purchasing Systems (FMPS).
Rank/Title
The terms “rank” and “title” are used interchangeably and refer to the hierarchical positions held by sworn CPD members, such as entry-level positions like Police Officer, to supervisory roles like Sergeant, Lieutenant, Captain. In this dashboard, overtime hours are reported with a member’s current rank/title, but they may have had a different rank/title when the overtime work occurred.
District
Chicago is divided into 22 police districts, which are geographic subdivisions each overseen by a Commander.
Unit
A unit refers to a member’s work location and/or job duties. Some units are connected to specific geographic locations (e.g., police districts) whereas others are non-geographical and refer to the nature of the member’s work duties (e.g., Troubled Building Unit or Finance Division). At any given time, some members are not posted to their permanent assignments; rather, they are detailed on a short-term basis to units different from their regular assignments. OIG uses this assignment and detail information for its sworn CPD member dashboards to depict members where they are actually working—if a member has a permanent assignment and no detail, they are counted in their assigned unit. However, if a member is on a detail, they will show up on the dashboards in their detailed unit.
Reason for Overtime
The term “reason for overtime” refers to the primary justification under which a member earned overtime. This includes categories such as “Extension of Tour” (staying past the end of a scheduled shift), “Voluntary RDO” (working on a regular day off), court appearances, special events, or emergency responses.
Source of Overtime Work
The term “source of overtime work” refers to whether a member’s overtime was earned while working for CPD (regular duties such as patrol, investigations, special assignments) or while assigned to assist external agencies (referred to “sister agencies”) such as the Chicago Transit Authority, the Chicago Park District, etc. Overtime categorized under sister agencies typically involves inter-agency support agreements and may be reimbursed by the requesting agency.
Overtime Compensation Type
The term “overtime compensation type” refers to the way overtime is compensated, either as paid time or compensatory time off. Overtime pay is a direct monetary payment for extra hours worked, while compensatory time is time off in lieu of pay, allowing employees to take time off in the future. In this dashboard, the earnings for overtime hours requested as compensatory time are calculated based on the overtime rate recorded in the CPD database.
Actual Overtime Hours
Total number of overtime hours worked by sworn CPD members.
Credited Overtime Hours
Total number of overtime hours credited to sworn CPD members, based on the applicable pay rate.
All information presented in this dashboard is based on data stored in CPD databases. This dataset includes records for the last five full years, plus information for the current calendar year to the last day of the preceding month. The data is typically refreshed on a weekly basis and is current through the date of last update (listed at the top of the dashboards). In 2012, certain CPD districts were consolidated which resulted in the closing of Districts 13, 21, and 23.
