In 1972, the first of three Shakman consent decrees were entered by a federal court to eliminate improper political patronage in the City’s employment practices. Certain positions—ones that involve policy-making or are confidential in such a way that political affiliation is an appropriate consideration for the effective performance of the job—are exempt from those rules and are designated as “Shakman Exempt.”
