Shakman Exempt Employees: By Ward and ZIP Code

This interactive map displays the number of Shakman Exempt employees by residential ward, ZIP Code, and Alderperson. Users can also filter the data by reported gender and race of Shakman Exempt employees. 

In 1972, the first of three Shakman consent decrees were entered by a federal court to eliminate improper political patronage in the City’s employment practices. Certain positions—ones that involve policy-making or are confidential in such a way that political affiliation is an appropriate consideration for the effective performance of the job—are exempt from those rules and are designated as “Shakman Exempt.”  

Some questions that can be answered using data in this dashboard include: 

  • What is the racial breakdown of Shakman Exempt employees who live in the 1st Ward? 
  • Which ward is home to the highest number of Shakman Exempt employees? 
  • How many Shakman Exempt employees live in Wards where the Alderperson has served for five years or longer? 

Data Sources 

Chicago Integrated Personnel and Payroll Systems (CHIPPS). Records begin January 1, 2004, and the data is typically refreshed daily between 4:00 p.m. and 11:59 p.m. CST. Information entered in CHIPPS in the last 24 to 48 hours may not yet be visible. Data is current through the date of last update (listed in the top right corner of the dashboards).
