What will you find here? 

This dashboard displays departments, titles, schedules, and wages of Shakman Exempt employees—that is, positions for which the City’s hiring rules permit political considerations in hiring. 

In 1972, the first of three Shakman consent decrees were entered by a federal court to eliminate improper political patronage in the City’s employment practices. Certain positions—ones which involve policy-making or are confidential in such a way that political affiliation is an appropriate consideration for the effective performance of the job—are exempt from those rules and are designated as “Shakman Exempt.”  

Some questions that data in the dashboard can answer are: 

  • What kinds of positions have Shakman Exempt status? 
  • Do all departments have Shakman Exempt employees? 
  • What is the average salary of Shakman Exempt employees? 

Data Sources 

Chicago Integrated Personnel and Payroll Systems (CHIPPS). Records begin January 1, 2004, and the data is typically refreshed daily between 4:00PM and 11:59PM CST. Information entered in CHIPPS in the last 24 to 48 hours may not yet be visible. Data is current through the date of last update (listed in the top right corner of the dashboards).
