This dashboard displays the reported gender and race of Shakman Exempt employees. Users can filter this data by department, salary, title, and years of service.   

In 1972, the first of three Shakman consent decrees were entered by a federal court to eliminate improper political patronage in the City’s employment practices. Certain positions—ones which involve policy-making or are confidential in such a way that political affiliation is an appropriate consideration for the effective performance of the job—are exempt from those rules and are designated as “Shakman Exempt.”  

Some questions that can be answered using data in this dashboard include: 

  • Which department has the highest number of female Shakman Exempt employees? 
  • What are the average years of service for Shakman Exempt employees? 
  • What is the racial breakdown of Shakman Exempt employees in the Mayor’s office? 

Data Sources 

Chicago Integrated Personnel and Payroll Systems (CHIPPS). Records begin January 1, 2004, and the data is typically refreshed daily between 4:00PM and 11:59PM CST.
