City Shakman Exempt Employees

What will you find here?

This dashboard displays departments, titles, schedules, and wages of Shakman Exempt employees—that is, positions for which the City’s hiring rules permit political considerations in hiring.

In 1972, the first of three Shakman consent decrees were entered by a federal court to eliminate improper political patronage in the City’s employment practices. Certain positions—ones which involve policy-making or are confidential in such a way that political affiliation is an appropriate consideration for the effective performance of the job—are exempt from those rules and are designated as “Shakman Exempt.”

The Exempt List in the City of Chicago Hiring Plan categorizes Shakman Exempt positions under different schedules based on departments and titles.

Some questions that data in the dashboard can answer are:

  • What kinds of positions have Shakman Exempt status?
  • Do all departments have Shakman Exempt employees?
  • How many Shakman Exempt employees are paid on an hourly basis?
