The new Hiring Plan attempted to balance the goal of efficient hiring and the need for appropriate and effective safeguards to prevent hiring abuses. The new Plan was finalized in January 2008; the role of the Depart2007ment of Human Resources (DHR) was strengthened and the department was reorganized to reflect a renewed focus on tests and other objective selection systems, which significantly reduced the opportunity for manipulation of the hiring process.
