The City of Chicago Office of Inspector General (OIG) released a report on Minority and Women-owned Business Enterprise (MWBE) participation on Public Building Commission (PBC) administered construction projects. OIG reviewed 15 PBC projects either fully or substantially completed in 2009 to calculate actual MWBE utilization and compare it with MWBE participation statistics reported by PBC. Using project lien waivers to calculate amounts actually paid to legitimate MWBE subcontractors, OIG found that actual MBE participation on these 15 projects was 39 percent less and WBE participation was 3 percent less than what PBC publicly reported.
