While the City places minority and women-owned business enterprise (MWBE) requirements on contracts administered by the Department of Procurement Services (DPS), it also puts these requirements on construction projects that receive support from the Department of Housing and Economic Development. This support often takes the form of Tax Increment Financing (TIF) subsidies, but also may include federal grants or the sale of City-owned land.
